The ploy was to take money from owners keen to ensure their vehicles passed the inspection, the inference being that cars that would otherwise have failed the inspection were given a clean certificate.
Among the detainees is a member of the GNR, an officer of the Public Security Police, vehicle inspectors, and garage owners who as known faces have been able to pass money to the ipspectors on behalf of clients with un-roadworthy vehicles.
